Add -Wdeclaration-after-statement to AST_DEVMODE

Browse Source 
to detect declarations in the middle of a block.

Approved by: Russel, Kevin

The fallout will be fixed in separate commits.

I am doing this only on trunk only for the time being, because 1.4
still requires a bit more polishing to give a clean compile
(at least on FreeBSD).
