This patch solves problem 1 in 8126; it should not slow down the alaw codec, but should prevent signal degradation via multiple trips thru the codec. Fossil estimates the twice thru this codec will prevent fax from working. 4-6 times thru would result hearable, noticeable, voice degradation.

Add an option (transmit_silence) which transmits silence during both Record() and DTMF generation. The reason this is an option is that in order to transmit silence we have to setup a translation path. This may not be needed/wanted in all cases.

So, I moved the fix into the flex input itself. Then, I found when I used flex 2.5.33, that it was using __STDC_VERSION__, and that's not real good; so I added back in a DIFFERENT sed script to fix that little mess. Tested everything, a couple different ways. Hope I did no harm, at the least.
