Kevin Harwell 4be01b4598 ari endpoints: GET /ari/endpoints/{invalid-tech} should return a 404

Implementation listing endpoints by technology returned an empty array if no
matching endpoints were found.  Fixed so a "404 Not Found" will be returned
instead.

(closes issue ASTERISK-22803)

This directory contains the specification for the Asterisk RESTful
API. The API is documented using Swagger[1]. This is used to not only
generate executable documentation pages for the API, but also to
generate a lot of the boilerplate necessary for implementing the API
with Asterisk's HTTP server.
