Russell Bryant e4ee2274a1 Fix a couple of places where ast_frfree() was not called on a frame that came ...

from a translator.  This showed itself by g729 decoders not getting released.
Since the flag inside the translator frame never got unset by freeing the frame
to indicate it was no longer in use, the translators never got destroyed, and
thus the g729 licenses were not released.

This patch solves problem 1 in 8126; it should not slow down the alaw codec, but should prevent signal degradation via multiple trips thru the codec. Fossil estimates the twice thru this codec will prevent fax from working. 4-6 times thru would result hearable, noticeable, voice degradation.

So, I moved the fix into the flex input itself. Then, I found when I used flex 2.5.33, that it was using __STDC_VERSION__, and that's not real good; so I added back in a DIFFERENT sed script to fix that little mess. Tested everything, a couple different ways. Hope I did no harm, at the least.
