Michael Jerris	90f178350f	Fix build of some deps in MSVC, added copying of conf dir and libapr-1.dll into the output directory and setting the working directory to allow for launching in debug mode from the gui out of the box, disabled acutal building in GetLibs.bat for now, it is only downloading and setting up the lib src as necessary.
