Support the silly OSes that don't have ar and strip.

Since AC_PATH_TOOL is equiv to AC_CHECK_TOOL when path isn't specified, and
AC_PATH_TOOLS doesn't exist, we'll just switch to AC_CHECK_TOOLS.
